Putin and Erdogan also discussed the Syrian settlement and Russian-Turkish cooperation in the energy sector.

On Monday, Israeli fire killed 60 Palestinians who were protesting along the Gaza frontier as a ceremony was held in Jerusalem to mark the transfer of the USA embassy from Tel Aviv to the city.

The 2,700 people injured included 1,360 by live fire, according to the Gaza Health Ministry.

Palestinians were furious that the ambassadors of those countries attended an event Sunday organized by Israel's Ministry of Foreign Affairs to honor the USA move to Jerusalem. The protests in Gaza were in part responding to the opening of the U.S. Embassy in Jerusalem, but were more broadly part of a six-week protest called the "Great March of Return", in which Gazans demanded the right to return to the homes they were evicted from 70 years ago. Besides Guatemala, Paraguay said it also will relocate its embassy to Jerusalem.

President Donald Trump's daughter Ivanka and her husband Jared Kushner attended the event, where they defended the administration's decision to recognize Jerusalem as the capital of Israel and move the embassy from Tel Aviv.

Turkey and Israel expelled each other's envoys on Tuesday in an escalating diplomatic dispute over the killing by Israeli forces of 60 Palestinians during protests on the Gaza border.

"We haven't been able to get that message out of how it is from our side, what we are defending - and the "winning picture" overwhelmingly, by a knockout, unfortunately, have been the graphics from the Palestinian side", Conricus said. Israel has repeatedly claimed that Hamas uses weekly border protests as cover to stage terror attacks.

Speaking at an army base near the Gaza border, Lieberman said the goal of Hamas was "to remove the siege (over Gaza) but not to build their economy or create coexistence", he said, referring to the Israeli blockade of the strip.

In Jerusalem, following the USA lead, Guatemala opened its embassy in the city on Wednesday.

The overnight raid by Israel came after it said gunfire from Gaza targeted its soldiers and damaged a house.

"We are making a sand barrier so people can feel a bit safer", one of the men said, declining to give his name. In a joint statement after the meeting, they said that Hamas needed to avoid "provocations" and violence, but that Israel's military must "exercise maximum restraint" in using lethal force.

Israel captured east Jerusalem in the 1967 Mideast war, but it is not recognised by worldwide community.

The U.S. says it has the right to decide where to put its embassy, and Haley said Tuesday the decision simply recognized "reality".

Leaks of the Kushner plan indicate that it calls for a Palestinian "capital" to be located in a West Bank suburb; Trump has said that Jerusalem is now "off the table" for talks.

Israel and militants in Gaza have fought three wars since 2008.

Cavusoglu also urged the United Nations General Assembly to pass a resolution on Jerusalem, after the United States inaugurated its new embassy in the capital this week.
