Japan has no plan to move embassy to Jerusalem

Abu Aser's death brings the number of Palestinians killed by Israeli forces during demonstrations in Gaza since 30 March to 45, according to a ministry tally.

The Palestinians deserve a homeland of their own but so does Israel.

Aser was shot east of Gaza City on April 27, Health Ministry spokesman Ashraf Al Qudra said.

There are no public regulations that prove the Israeli army adheres to an open-fire policy, however, recent statements by high-ranking officials and recents actions in the Israel-Gaza border was used by these groups as legal basis to challenge the army's rules of engagement. The Israeli military said about 14,000 Gazans had been participating in what it described as "riots", and that some had tried to breach the frontier.

It also alleges Hamas, the Islamist resistance movement that runs the Gaza Strip and with whom it has fought three wars since 2008, is seeking to use the protests as "cover to carry out violence". Israel withdrew its troops and settlers from the enclave in 2005 but, citing security concerns, maintains tight control over its land and sea borders.

More than 2 million people are packed into the narrow coastal enclave, where poverty and unemployment rates are high.

AFP reported that another four Palestinians had been killed during the same time period, outside of the scope of the protests.

The two agreed that dialogue between Israel and the Palestinians is key for realizing peace in the region.

Abe said, "I am very happy to note that there has been the dramatic increase in the Japanese investment to Israel under my administration".

Kono also held a working meeting with President Reuven Rivlin, who called on the Japanese Foreign Minister to convey to the Palestinians the importance of direct negotiations with Israel.

Israel refuses any right of return, fearing that the country would lose its Jewish majority.
