Flynn told a business associate Russian sanctions would be 'ripped up'

In June, the whistleblower first contacted Cummings and gave the congressman permission to share the account as part of the ongoing investigation into Russia's meddling in the 2016 presidential election.

Minutes into Trump's inauguration speech, Flynn also texted the ex-partner, who wanted to work with Russian Federation to build nuclear reactors across the Middle East, that the plan, threatened by Obama's sanctions, was "good to go".

The whistle-blower told Mr Cummings that he saw a text from Flynn that was sent on Jan 20 "approximately ten minutes" into Mr Trump's speech when Flynn was sitting in the audience.

"I believe the American people want Congress to hold President Trump and his administration accountable", Cummings wrote, "and they are exhausted of Republicans in Congress putting their heads in the sand when faced with credible allegations of grave abuses".

Trump Jr. spoke to the committee behind closed doors Wednesday.

Earlier this year, various plans to lift the Russian Federation sanctions circulated through the Trump administration, but Mr. Trump ultimately decided not to repeal the measures.

The company did not respond to a request for comment Wednesday.

As part of his plea deal with Special Counsel Robert Mueller, who is investigating alleged collusion between Russian Federation and the Trump campaign, Flynn agreed to be a cooperative witness in exchange for avoiding prosecution on other charges that might be related to his involvement with Russian Federation during the campaign, the presidential transition and his brief stint as national security adviser.

House Oversight Democrats have already consulted with Mr Mueller about the whistle-blower.

Cumming also noted the congressional probe into Hillary Clinton's role in an Obama-era Uranium One deal that Gowdy is spearheading- a probe that was recently announced after Republicans said they had found a new informant.

It is alleged that while sitting a few yards away from the podium where President Trump was delivering his inaugural address on 20 January, Mr Flynn sent the texts to Alex Copson, managing partner of ACU Strategic Partners, a United States nuclear power consultancy.

He greeted Mr Copson at the event, and asked how he was doing. "I am going to celebrate today".

Cummings' initial letter detailed a whistleblower's account of claims allegedly made by Alex Copson, the managing partner of a company Flynn advised through 2016.

The whistle-blower recalled the time stamp because it was during Mr Trump's address.

"Mike has been putting everything in place for us.This is going to make a lot of very wealthy people", Copson told the whistleblower, according to Cummings' letter. He said the witness said Copson showed him texts on his phone that Copson said were from Flynn, but that the witness didn't read them and later took notes on their conversation.

Mr Flynn was a consultant to the firm for 14 months from 2015-16, according to amended financial disclosure forms he filed in August this year.

Mr Copson couldn't be located for comment.

Mr. Cummings said Mr. Gowdy should subpoena the White House and the Flynn Intelligence Group, Mr. Flynn's former company, for documents that the House committee had requested in March but had not yet been provided.

"I believe our committee can and should pursue these allegations against General Flynn in a responsible way in consultation with the special counsel's office", he wrote.
