Trump on Wednesday declared on Twitter: "Democrat Congresswoman totally fabricated what I said to the wife of a soldier who died in action (and I have proof)".

Cowanda Jones-Johnson, who the Washington Post described as Johnson's mother on Wednesday, told reporters that Wilson's account of the call was accurate and that she was also present in the vehicle when the call took place.

Mr Trump, she said, then added: "I guess it still hurt".

The Democrat congresswoman said she listened to part of the conversation on speaker phone.

At a news conference Monday, Trump said Obama and other presidents didn't make calls to families of fallen soldiers, and when pressed on the point said, "I was told that he didn't often". After Johnson died this month in Niger, Trump allegedly said Johnson "knew what he signed up for", according to Wilson and Johnson's mother.

Johnson's mother, Cowanda Jones-Johnson, told The Associated Press Wednesday that the congresswoman's account was correct.

"He said, "I'm going to write you a cheque out of my personal account for $25,000", and I was just floored", Mr Baldridge said.

The White House's defense hasn't quieted critics.

What is different is that Mr Trump alone has picked a political fight over who has done better to honour the war dead and their families.

Rep. Frederica Wilson, a Florida Democrat who was in the auto with Johnson's family, said in an interview that Trump had told the widow that "you know that this could happen when you signed up for it ... but it still hurts".

"When this happens, you end up having to grieve publicly, not privately, and it's unfortunate that it has come to this", Hruska said.

Sanders said Obama did not call Kelly but it was not clear if some other form of contact was made. "When he makes his call, he can cut his call short by saying, 'I'm sorry, your son was a hero, ' even though he already said he doesn't think people who are caught or killed are heroes".

Two White House officials said Kelly was also frustrated that the controversy had distracted from a significant military win over the Islamic State in Raqqa, Syria.

Eric Holder, the former attorney general under President Obama, tweeted a sharp rebuke, telling Trump, "Stop the damn lying - you're the President".
