On his first visit to survey damage from Hurricane Maria, Mr Trump threw at least five packs of kitchen roll into a crowd gathered at Calvary Chapel, Guaynabo.

"I hate to tell you, Puerto Rico, but you are throwing our budget out of whack", Trump said in a meeting with relief workers on Tuesday.

White House budget director Mick Mulvaney walked back President Trump's comment to "wipe out" Puerto Rico's billions of dollars in debt in the aftermath of a hurricane that has devastated the United States territory.

And he congratulated Puerto Ricans for avoiding a high death toll of "a real catastrophe like Katrina", the hurricane that killed as many as 1,800 people in 2005 in New Orleans. "You have got to hand it to Trump: Anybody can say horribly racist things about Hispanic people on a golden escalator, but it takes real balls to do it while their fellow citizens are dying", Oliver joked.

Later in the day the USA territory's governor increased the official death toll from the storm from 16 to 34.

Trump was roundly criticized in the days following the hurricane for emphasizing Puerto Rico's weak infrastructure and blaming ineffective leadership for delays in delivering badly needed aid to the island.

The hurricane wiped out the island's power grid, and fewer than half of residents have running water.

Titans QB Marcus Mariota officially ruled out for Week 5
On Sunday, it was Matt Cassel in place of Mariota while veteran quarterback Jay Cutler once again got the nod for the Dolphins . Adams' injury was the latest in a long string of maladies that dogged the Packers over the first quarter of the season.

He also praised Puerto Rico governor Ricardo Rossello for his response to the storm and partnership with the federal government.

"Number one, what I said to the president is that this is about saving lives, this is not about politics", Cruz stated (translation).

"What really is nasty is showing your back to the Puerto Rican people", Cruz added.

Thankfully, Yulín Cruz seems to have had an easier time getting White House staff to understand Puerto Rico's needs, and through them has managed to make some headway in getting the island what it needs to survive.

The mayor of Puerto Rico's capital, San Juan, described Donald Trump's visit to the hurricane-hit island as "insulting".

In the interview Wednesday, Cruz said that she intentionally wore the shirt to hit back at Trump. "They want everything to be done for them when it should be a community effort". She also called Donald Trump more "miscommunicator in chief" than commander in chief. Following the president's visit to Puerto Rico to show support in the aftermath of Hurricane Maria, she took a shot at the president on MSNBC.
