Republican leaders in the room 'shell-shocked' following Trump deal with Democrats

"We had a very good meeting with Nancy Pelosi and Chuck Schumer", Trump told reporters, referring to the two Democratic leaders but without mentioning Ryan or Senate majority leader Mitch McConnell, who were also present at the meeting.

Senate Republican leaders had planned to use the measure to suspend the debt ceiling past the November 2018 congressional elections, but Trump's move upended their strategy.

House Speaker Paul Ryan and Senate Majority Leader Mitch McConnell wanted a longer debt ceiling extension in order to ensure that they wouldn't be backed into a negotiating corner by Democrats later this year with the possibility of the United States defaulting on its debt and the government shutting down both hanging in the balance.

"The president can speak for himself, but his feeling was that we needed to come together to not create a picture of divisiveness at a time of genuine national crisis, and that was the rationale". "CR" refers to a continuing resolution, which will extend existing government funding levels into mid-December, when the prospect of an enormous new round of deal-making now looms.

Those include Harvey disaster relief, raising the debt ceiling by early October to prevent an unprecedented default on US government debt, and passing legislation for federal spending in the fiscal year that begins on Oct. 1 to avoid a government shutdown.

The plan would extend the US debt limit and provide funds to keep the government running through December 15, Senate Democratic leader Chuck Schumer of NY and House Democratic leader Nancy Pelosi of California said in a joint statement.

Trump's deal ensures the government can borrow money and pay its bills into December in exchange for $8 billion in Harvey aid.


While some Republicans suggested they had no idea about the reported three-month deal when CNN asked them about it, others were more direct.

The House vote is only the first step in the legislative process.

McConnell, Ryan and Mnuchin pushed during the meeting for a longer-term debt-limit deal, according to several people with knowledge of the discussion. Ryan also said any immigration legislation the House would consider would have to have the support of Trump. "I can not believe the Republicans are extending the debt ceiling-I am a Republican & I am embarrassed!", he tweeted.

The legislation now heads to the Senate where lawmakers could then attach the debt ceiling and other provisions.

"We'll agree on debt ceiling automatically because of the importance of it", he said aboard Air Force One, before taking off for North Dakota, where he is expected to make the case for tax reform.

The problem? He cut the deal with Democratic leaders - and expressly against the wishes of Republicans.

Sen. Ben Sasse, a Nebraska Republican and consistent Trump critic, issued a one line statement: "The Pelosi-Schumer-Trump deal is bad".

The House bill includes $7.4 billion for FEMA and $450 million for the Small Business Administration. The House had already overwhelmingly approved a version of the Harvey relief bill with a 419-3 vote Wednesday.
