The flooding also led to the closing of Motiva Enterprises, the largest oil refinery in the nation, which is located in Port Arthur.

Eighteen refineries have been closed or partially closed in Texas as of Wednesday morning, including Port Arthur, according to analysts at BMI Research. The tropical storm has dropped a record amount of rain on Texas. Late Tuesday it was running at only 40% capacity.

In Beaumont, east of Houston, doctors and nurses evacuated some 190 people from a hospital after the storm knocked out water service in the city of nearly 120,000 people. The catastrophic flooding moved east of Houston as Harvey continued through southeastern Texas into Louisiana.

Cots and belongings were abandoned on the floor of a civic centre in Port Arthur that was serving as a shelter for at least a hundred people when a foot of water rushed in, the Associated Press reported.

Port Arthur, a city of about 55,000, is in exceptional danger because water from Beaumont is expected to flow toward it.

The crisis deepened in the coastal city after Harvey rolled ashore overnight for the second time in six days, this time hitting southwestern Louisiana, about 45 miles from Port Arthur.

Center meteorologist Dennis Feltgen said Tuesday that when Harvey came back to shore, "it's the end of the beginning".

The storm is forecast to weaken and track to the north-east, bringing rain to parts of Mississippi, Tennessee and Kentucky by early Saturday.

Feltgen said there's still a lot of residents in multiple states "who are going to feel the impacts of the storm".

The largest USA refinery was shutting down completely on Wednesday morning as heavy rains from Tropical Storm Harvey flooded the 603,000 barrel-per-day (bpd) Port Arthur, Texas, plant, owner Motiva Enterprises said in a statement.

With some of the residents in wheelchairs, employees told KFDM earlier the situation on Wednesday was dire. Port Arthur Mayor Derrick Freeman posted Wednesday morning on Facebook. "Please get to higher ground if you can, but please try stay out of attics".
