The fly-over is allowed under a 2002 treaty that allows Russian Federation, the United States and more than 30 other countries to fly short-notice, unarmed flights in each other's territories.

The State Department said the United States and Russian Federation have done a combined 165 flights under the treaty over the past 15 years.

A Russian spy plane flew over USA air space on Wednesday, cruising over a series of locales, including President Trump's summer vacation spot, according to a report. "Prior to an overflight, each overflown state is notified of the observation mission's planned flight path", officials said.

The plane was due to make a second flight later on Wednesday over Bedminster, New Jersey, where U.S. President Donald Trump is vacationing, CNN reported.

Earlier it was reported that the Russian aircraft observations Tu-154M LK-1 will perform an observation flight over the United States 7 - 12 August.

In the moments after the gunfire, the officer could be heard telling emergency dispatchers: "Tell my family I love them". WJCL reported that Smith's neck and arm injuries have almost fully healed, and his physical therapy is nearly complete.

US military personnel were allowed on the plane for observation and the plane has the capability of gathering intelligence, one person familiar with the flight told CNN. The flights are meant to foster transparency about military activity, reduce mistrust or misunderstandings and help monitor arms control and other agreements.

According to the Open Skies Treaty of 2002, 32 countries are aloud to fly, unarmed over the participating countries territories. "They come here just like we go there", a USA official said.

As if Washington had not had enough of talking about Russian Federation, the country's air force sent an intelligence-gathering jet above the U.S. capitol, flying over the U.S. Capitol, Pentagon and the Central Intelligence Agency at low altitude on Wednesday.

The entire territory of a nation is fair game, although nations get advanced notice of flight plans.

"Any violation of the Russian airspace was prevented", the ministry said.
